The 1990 Clean Air Act Amendments (CAAA) required the reduction of emissions of volatile organic compounds (VOCs) and hazardous air pollutants (HAPs). On January 10, 2008 the EPA released the 40 CFR 63 Final Rule specifically dealing with Stage I vapor recovery. Below is the detailed Rule and Implementation Information for Gasoline Distribution MACT and GACT (40 CFR 63, Subpart R, BBBBBB, and CCCCCC).

Since 1990, Federal and State regulations have been enacted specifically requiring certain marine transfer facilities to control their volatile or hazardous cargo vapor emissions. The Coast Guard, under the Clean Air Act Amendments of 1990, is charged with ensuring that systems installed to collect these cargo vapors meet minimum safety standards for design and operation.

Jordan’s highly trained engineers and technicians are intimately familiar with the Coast Guard’s program which incorporates regulatory requirements, policy guidelines, and third-party system certification. Every instrument or piece of equipment installed on our marine VRU, VCU, blower skids and dock safety skids will meet the USCG guidelines and have that proper documentation.

The People’s Republic of China’s Ministry of Environmental Protection has emissions standards specific to bulk gasoline terminals. Put into effect on August 1, 2007, GB 20950-2007 is formulated for the purpose of implementing the Environmental Protection Law of the People's Republic of China for the prevention and control of atmospheric pollution, protecting the environment, ensuring public health and improving ambient air quality.

Much like the European and US standards, the Chinese standard specifies the limit, technical control requirements and testing methods for gasoline emissions during the storage, receiving or delivering of gasoline in bulk gasoline terminals. It is applicable to gasoline emission management of existing bulk gasoline terminals, any new, reformed or expanded bulk gasoline terminals as well as post-construction gasoline emission management. The current standard has binding power in accordance with relevant legal regulations.

European Parliament and Council Directive 94/63/EC (December 20, 1994) imposes controls on volatile organic compound (VOC) emissions from the storage of petrol and its distribution to service stations. The directive lays down technical conditions and emission limits for storage installations and dates for implementation of requirements on new and existing installations according to throughputs. Directive requirements include sealing tanks with fixed and floating roofs, vapour recovery units, reflective coatings and other technical details.
